SNPT CAN Referral System

Swansea Neath Port Talbot Community Advice Network (SNPT CAN) is a partnership of local advice centres that provide free advice and support. The advice centres work together through SNPT CAN to ensure that residents of Swansea and  Neath Port Talbot have access to free, high quality advice on welfare benefits, debt, housing, health and other areas of social welfare law.

Swansea Law Clinic (SLC) are leading the pilot to implement the use of the SNPTCAN referral system in the Swansea Neath Port Talbot area. SLC sits within the Hillary Rodham Clinton School of Law at Swansea University.

Meet The Team

Jessica Williams

Jess is the Senior Project Administrator for the Swansea Neath Port Talbot Community Advice Network (SNPTCAN) Referral System. With several years’ experience working in the third sector across NPT, Jess has built a strong understanding of local advice and support services and the challenges faced by both clients and partner organisations.

Her role focuses on supporting and training system users, onboarding new agencies, and ensuring the smooth running of the SNPTCAN referral platform across Neath Port Talbot, Swansea, and Carmarthenshire. Jess is passionate about helping organisations work together effectively so that people can access the right help at the right time.

Ellen Parker-Jones

Ellen Parker-Jones is the Manager of Swansea Law Clinic, responsible for the daily running, organisation, administration  and development of the Law Clinic. Ellen originally qualified and worked as a solicitor.  

Ellen was previously one of the Pilot Project Coordinators for the SNPTCAN Referral Project. She has significant experience of working as part of, and managing, an advice service. Ellen oversees the SNPTCAN Referral System, as well as the Swansea Law Clinic activities. 

Professor Richard Owen (Director of the Clinic)

Richard is currently a member of the LawWorks Cymru Advisory Board and is Chair of the Law Society’s Access to Justice Committee and the Swansea Neath Port Talbot Regional Advice Network Steering Committee.
